Canadian RARE Coins 2003 Elizabeth II One Cent value

This is 2003 Canadian 1 cent from Coin Az collection. Copper-plated steel coin with weight of 2.35 grams. On the obverse we see the 3rd portrait of British queen Elizabeth II at age 64. I don’t know what is the story behind this mystery but in 2003 some of those Canadian pennies were struck with third portrait on obverse other with fourth portrait. I guess it was a transitional year in terms of design. According to NGC price guide 2003-P Canadian pennies are worth over 13 dollars at mint state 65. But they are worth just face value at circulated grades unless having some awesome mint error.
