While Valjean has the prayer "Bring Him Home", this song is Javert's prayer. Javert's strength is also his curse; he cannot see beyond the black and white belief that there exists only "right" and "wrong", as it is written on the doorways to paradise. This is why Valjean represents such a dilemma to him; because Valjean does things that are so just, and so righteous, also in the name of God - but Javert cannot allow himself to get past his straightforward duty. In this song, he prays to God for help finding Valjean. He uses the stars as an analogy of that which is steady, predictable and reliable, as he sees himself.
