On November 12, 2025, at the Ukraine Pavilion during the UN Framework Convention on Climate Change Conference of the Parties (COP30) in Belém, Brazil, the Green Transition Office held an event dedicated to building effective climate governance for integrating climate aspects into the post-war recovery process.

Ukraine has legislatively committed to achieving climate neutrality by 2050 and is actively working on integrating climate aspects into sectoral policies and measures. In June 2024, the Government of Ukraine adopted the National Energy and Climate Plan (NECP) for effective coordination of energy and climate policy. The NECP covers decarbonization of energy generation, improving energy efficiency, green transition in industry and agriculture, as well as support for research and innovation in energy and climate.

Implementation of the NECP policies and measures, and achieving greenhouse gas emission reduction targets, requires strengthening climate governance and integrating climate priorities into sectoral policies based on scientific evidence. This was the focus of the event.

Representatives of climate councils and the Secretariat of the Network of International Climate Councils shared best practices in climate governance and experience in advising governments on implementing effective climate policy. The Green Transition Office presented the results of the first integrated NECP monitoring report, plans for supporting the implementation of an effective climate policy monitoring system, as well as the vision and plans for establishing a Scientific Expert Council on Climate Change in Ukraine.
