On Friday, March 15, CHA joined U.S. Senator Richard Blumenthal (D-Connecticut) at a press conference at the Legislative Office Building to address the ongoing disruption to the state’s healthcare system caused by the February cyberattack on Change Healthcare, a subsidiary of UnitedHealth Group (UHG). Sen. Blumenthal highlighted a letter the delegation sent to the U.S. Department of Health and Human Services (HHS) urging the Biden Administration to continue to act aggressively to support healthcare providers impacted by the cyberattack.

As the federal government investigates the cyberattack and examines its repercussions, Connecticut’s congressional delegation, including Sen. Blumenthal, U.S. Senator Chris Murphy (D), and U.S. Representatives John B. Larson (D-1), Joe Courtney (D-2), Rosa DeLauro (D-3), Jim Himes (D-4), and Jahana Hayes (D-5) are stressing the need for HHS to hold UHG accountable for the breach and ensure the company provides adequate support for impacted providers.

“It is critical that Medicare advance payment requests for hospitals, physician practices, and other providers are expeditiously reviewed and that all payers, including private insurers, provide advance payments while billing issues are resolved and offer flexibility regarding procedural requirements, such as filing requirements for claims, timelines for appeals, and other policies that providers are unable to adhere to because of the current situation,” the Members of Congress wrote to HHS Secretary Xavier Becerra.

In ongoing state advocacy, CHA continues to work with commercial payers and representatives from the Lamont Administration, including the Commissioner of the Department of Insurance (DOI), the Commissioner of the Department of Social Services (DSS), the Executive Director of the Office of Health Strategy (OHS), and representatives from the Governor’s office to emphasize the urgent need for interim payments and for relief from healthcare insurance company administrative burdens.
