Gibraltar would this year have had a budget surplus regardless of how you do the maths - but, according to the Chief Minister, this wouldn't have been the case for the GSD ahead of the 2007 election if they'd used the formula the Opposition expects today. In his Budget Right of Reply, Fabian Picardo said the GSD Opposition's statements and criticisms were littered with contradictions and unfounded and unfair accusations of impropriety.
