New Dragon Ruler Deck Profile Master Duel! Post Banlist January 2024 + Combos!

I cooked up something special with the Dragon Rulers for the new banlist we just received on January 10th! Unlimiting the Rulers made me want to build it with a little more spice than adding the kastira's like every other list. Blackwing Decay being able to manipulate its own level to make a Psychic End Punisher I thought was a really cool discovery and it made me want to share the whole list and some combos!
