The Andhra Pradesh government has suspended three senior Indian Police Service (IPS) officers in connection with the controversial arrest of Bollywood actress Kadambari Jethwani. The officers—P. Sitharama Anjaneyulu, former Director General of Police (Intelligence), Kanthi Rana Tata, former Vijayawada Police Commissioner, and Vishal Gunni, former Deputy Commissioner of Police—were suspended on September 15, 2024, following allegations of procedural lapses and misconduct during the investigation of a case against Jethwani.
Background of the Case
Kadambari Jethwani had lodged a complaint alleging that she and her family were wrongfully arrested based on a false case filed by K.V.R. Vidyasagar, a leader of the YSR Congress Party (YSRCP). Jethwani claimed that the police acted on Vidyasagar's orders without conducting a proper investigation or registering a First Information Report (FIR) before her arrest. The FIR was registered only after the police had already initiated actions against her, raising serious concerns about the legality and ethics of their conduct.
Allegations Against the Officers
The inquiry revealed several key points regarding the officers' conduct:
P. Sitharama Anjaneyulu allegedly instructed his subordinates to arrest Jethwani on January 31, 2024, before any formal case was registered against her. This action was deemed as grave misconduct and misuse of official power.
Kanthi Rana Tata and Vishal Gunni were charged with failing to supervise the investigation adequately. They proceeded with the arrest based solely on oral instructions from Anjaneyulu without proper documentation or investigation into the allegations against Jethwani.
The officers were also accused of arranging flights to Mumbai for the arrest without written orders, further indicating procedural violations.
Government Action
The suspensions were executed under Rule 3(1) of the All India Services (Discipline & Appeal) Rules, 1969. The government emphasized that there was prima facie evidence suggesting "grave misconduct" and a lack of adherence to proper investigative protocols. The suspended officers are required to remain in Vijayawada and cannot leave without prior permission from the state government to prevent any potential influence on witnesses or destruction of evidence.
This case has garnered significant public attention due to its implications regarding police conduct and accountability in Andhra Pradesh.
