May 4, 2009 Buffalo Grove IL Village Board Meeting. Lisa Stone & Beverly Sussman being sworn in as newly elected Trustees. Under the radar legislation for gambling (OTB) added to the Agenda unbeknownst to us. Andy Stein alerted us to this addition to the Agenda as he lived near the facility where the Board already planned for, as the "fix was in". Buffalo Grove Board members, particularly Jeff Berman and Jeff Braiman had directed Village Staff to present only favorable reasons to bring gambling to Buffalo Grove IL. In addition, the Village Clerk chose not to include the gambling vote on any of the Village Communication vehicles, which are many. The Cook County State's Attorney & Attorney General investigated the Buffalo Grove Board for possible Violation of the Open Meetings Act (VOM), as emails demonstrated that particular Trustees were engaging in gambling discussion via email, regarding how to get the vote passed.
As it was the first time that anyone had the courage to file a complaint with the State's Attorney and Attorney General, Buffalo Grove was given a warning rather than held accountable for ignoring the sunshine laws regarding transparency and The Open Meetings Act. The Village Manager, Bill Brimm was also warned.
