As some may know, in the original game they cut Taos Goddess of Creation form as a playable demon from the game. And she still remains in data to this day. In a interview from the games director he mentions that they cut Yoko Hiromine from the original version of the game during development. And behold: Inside the files of the original switch version we can find the following in the devil asset table literally proving this is the case:

"366_尋峯ヨーコ(カオスの女神_第一形態)※未使用?",
"367_尋峯ヨーコ(カオスの女神_第二形態)※未使用?",

Translation:

“366_Yoko Hiromine (Goddess of Chaos_First Form) *Unused?” ,.
“367_Yoko Hiromine (Goddess of chaos_second form)*Unused?” ,

In Vengeance they added all those assets back in. The only thing the switch version still contains besides some of this ID stuff is the sound cue sheets. Yokos first form slot has been overwritten with her second form. Leaving the second form slot abandonded/in dummy state in this version. From this we can gather that they possibly never intended to have Yokos 1st form playable in Vengeance but rather this data was part of the original game before they cut Taos & Yokos first form as playable demons.
They very likley had Yoko in some form already implemented on the original switch version as the debug party setups include both Yokos and Taos for testing.

For this video I made the game load what they made for Yokos 1st form over the one we get (NPC data + UI graphics). Data wasn‘t replaced so this showcases the assets as they are.
