NIOSH recognizes that collaborative efforts in partnership with labor, industry, government, and other stakeholders are usually the best means of achieving successful outcomes. Fostering these partnerships is a cornerstone of the NIOSH program for the Manufacturing sector. An example of this type of partnering can be found in the GM-UAW-NIOSH Partnership. NIOSH has a Memorandum of Understanding jointly with General Motors (GM) and the United Auto Workers (UAW) to address occupational safety and health research issues of mutual interest. Under this partnership agreement, GM has provided technical expertise and access to their facilities, the UAW has provided technical expertise and access to their members, and NIOSH has provided scientific leadership and manpower. Issues such as metalworking fluids and hearing protection have been addressed through the partnership, and have resulted in safer working conditions within GM plants and for UAW members. NIOSH has generalized and disseminated the results to improve safety and health working conditions for workers and companies using similar processes. The UAW and GM have led the way nationally in developing such industrial health and safety programs as Ergonomics, Lockout and Energy Control, Confined Space Entry, Fall Hazard Control and Industrial Hygiene, just to name a few. The UAW and GM Health and Safety Activity develops programs and provides training which is implemented within UAW-represented GM facilities. Workers receive appropriate health and safety training based on their job assignments. The Health and Safety Activity, part of the UAW-GM Center for Human Resources, coordinates joint training and programs. Since 1985, more than 20,000 plant-based safety trainers have completed Health & Safety courses at the CHR. They are trained to implement joint health and safety programs at the local level throughout the UAW-GM system. Another major function is conducting joint audits of facilities to insure proper implementation of Health and Safety Programs. The activities at the center impact the work life of hundreds of thousands of people. It also provides leadership and support to local joint Health and Safety committees. "Health and safety at work - and at home - is a number one UAW-GM priority." The joint administration and development of health and safety programs during the past 25 years at the national and local levels have been a major factor in improving health and safety conditions for UAW-represented workers and GM salaried employees. This clip is from the 1996 video "The Unfinished Agenda: NIOSH's First 25 years and Beyond" produced by filmmaker Abby Ginzberg (http://abbyginzbergfilms.org/Welcome....) for NIOSH at a time that some Republicans in Congress were trying to eliminate the Agency as part of an anti-government agenda. National Institute for Occupational Safety and Health (NIOSH) commemorated their 25th anniversary to highlight the progress made since 1971 in protecting workers from job-related injuries and illnesses, and to note the challenges that still lie ahead. OSHA and NIOSH were created under the Occupational Safety and Health Act, a bipartisan measure enacted on Dec. 29, 1970, and signed by President Richard M. Nixon. OSHA and NIOSH began operations on April 29, 1971. NIOSH conducts research to identify the causes of work-related injuries, illnesses and fatalities, evaluate the hazards of new technologies and work practices, and create ways to control hazards so that workers are protected. NIOSH also supports university programs to train occupational safety and health professionals for the Nation and makes recommendations regarding occupational safety and health standards.
