The Government of India has taken a historic decision that directly benefits thousands of families connected with the Armed Forces. The Ministry of Defence has officially approved the extension of Ex-Servicemen Contributory Health Scheme (ECHS) facilities to officer cadets who are medically boarded out from prestigious training academies like NDA (National Defence Academy), OTA (Officers Training Academy) and IMA (Indian Military Academy) due to disabilities caused or aggravated by military training.
This announcement, released by PIB Delhi on 29th August 2025, is a major step in reaffirming the government’s commitment to the dignity, health and welfare of armed forces personnel and their families.
Earlier, cadets who got medically boarded out during training were not eligible for ECHS benefits, because they were not officially granted Ex-Servicemen (ESM) status. Many of these young cadets entered NDA, OTA, or IMA with dreams to serve the nation, but unfortunately faced lifelong medical challenges due to training injuries or illnesses.
Now, the ECHS facility has been extended to such cadets, ensuring:
Free OPD services at ECHS Polyclinics
Cashless treatment in empanelled hospitals
Access to diagnostic tests (OPD/IPD/Investigations)
Relief from financial burden on families

Eligibility – Officer Cadets invalidated due to medical reasons linked with training.
Membership – Must apply for ECHS membership and follow ECHS rules.
Individual Benefit – Facilities are available for the cadet only (not dependents).
Cashless Treatment – Available in ECHS empanelled hospitals across India.
Exemption from Fees – The Rs. 1.20 lakh one-time subscription fee will not be charged.
No Overlap – Beneficiaries should not be part of any other government health scheme.
Disability Award – Monthly ex-gratia disability award (20%–100% disability cases) will continue as per existing rules.

Network includes 30 Regional Centres (RCs) and 448 Polyclinics (PCs) across India.
Beneficiary base of over 63 lakh ex-servicemen and dependents.
Empanelled with major private and government hospitals for cashless treatment.
Now, this scheme officially extends beyond veterans – to cadets boarded out medically during training, which is a first-time humanitarian decision.
