Sir Keir Starmer will announce on Thursday plans for “major surgery” on the health service, promising reforms that will shift billions of pounds in funding away from unproductive hospitals.

A review by Lord Darzi of Denham, a surgeon and former Labour health minister, concluded the NHS in England is in a “critical condition” despite hospitals having more money and staff than ever.
