(18 Jun 2014) US Treasure Secretary Jacob Lew said on Wednesday that no military solution would solve Iraq's crisis, and urged the country's leaders to find unity and overcome sectarian differences.
Lew's comments came after the al-Qaida-inspired Islamic State of Iraq and the Levant (ISIL) seized wide swaths of territory in Iraq.
The spectre of sectarian warfare and the doubts that followed the 2003 US-led invasion now haunt those trying to decide how to blunt the militants' lightning offensive.
"Any action we take would have to be done in conjunction with a serious and sincere effort by Iraqi leaders to govern in a non-sectarian manner, promote stability and unity among Iraq's diverse population, build and invest in the capacity of Iraq's security forces, and address the legitimate grievances of Iraq's Sunni, Kurd and Shia communities," Lew told journalists in Jerusalem.
During his news conference, Lew also called on Russia to support Ukrainian President Petro Poroshenko's peace plan for Eastern Ukraine.
"We call on Russia to support President Poroshenko's peace plan, and to cease support for militants and separatists for further destabilising the situation and to stop the provision of arms and material across the border," Lew added.
Russian news agencies reported on Wednesday that Poroshenko had proposed a unilateral cease-fire by his troops to allow pro-Russia separatists in the east of the country a chance to lay down their weapons or leave the country.
The agencies quoted Poroshenko as saying that this would be the first step in the peace plan he has proposed to de-escalate the conflict.
