Sir William Beveridge walks into a room and sits at a desk. He talks to the camera about his Report on the Security Plan. He tells us about what we now know as National Insurance and explains how it would work. He then speaks of a scheme of children's allowances to be paid both when the responsible parent is earning and when he is not earning. The third section of his Report proposes an all-in scheme of medical treatment of all kinds for all citizens.



He says the Security Plan preserves the maximum of individual freedom and responsibility that is consistent with the abolition of want. Sir William ends by saying "I hope that when you have been able to study the Report in detail, you will like it, that it will get adopted, and that we shall take the first step to realising that security with freedom and responsibility. That is what we all desire".
