Wrap a wire around the alligator clip and touch the other end to something that is grounded to get dial tone.

In the video I touched the other end of the wire to a metal screw on a metal equipment box. Touching the box does not work because the box is powder coated. You can also touch the ground on an electrical outlet. Just be careful not to touch the hot.
