PM Orders JIT to Probe Islamabad Land Scam Involving 136 Kanals

Prime Minister Shehbaz Sharif has ordered the formation of a Joint Investigation Team (JIT) to probe a high-profile case of alleged land grabbing in Islamabad, after a respected former civil servant and academic reported being swindled out of more than 136 kanals of land.

The JIT will be led by the Deputy Commissioner of Islamabad and will include representatives from the Inter-Services Intelligence (ISI), Pakistan Navy, Federal Investigation Agency (FIA), and the Intelligence Bureau (IB). Officials confirmed that the team has been tasked with carrying out a forensic investigation and submitting its findings without delay.

The complainant, Dr. Musharraf Rasool Cyan, a distinguished former officer of the Pakistan Administrative Service (ex-DMG), alleged that his land was sold fraudulently through collusion between officials of the Islamabad Capital Territory (ICT) registration office and members of the land mafia.

Dr. Cyan is widely known for achieving a record-breaking 1,084 marks in the CSS exam of 1990, a record that still stands. A PhD in Economics from Georgia State University, he has taught in Atlanta, served three times on the National Finance Commission, and contributed to governance reforms across several countries. After leaving the civil service, he focused on academia and international development while continuing to invest in Pakistan, particularly in Islamabad and the merged districts of Khyber Pakhtunkhwa.

According to his petition, the disputed property — 136 kanals and 17 marlas in Mera Begwal — was purchased by his late father in 2002 and transferred to him in 2015. While Dr. Cyan was on a UN assignment abroad, fraudulent documents, including a forged Power of Attorney in the name of one of his farm workers, were allegedly used to sell the land to the Pakistan Navy Benevolent Association (PNBA) at a highly undervalued rate.

Evidence suggests that over a period of nearly two years, at least 16 payments were made to this farm worker while Dr. Cyan continued to invest in the property, planting olive trees and carrying out other improvements. He insists he never approved any sale and never received a single rupee.

The petition highlights several serious irregularities in the transfer process:

bypassing mandatory biometric verification of the owner,

accepting a forged affidavit, and

ignoring the legal requirement of a public session for mutation approval.

Dr. Cyan further argued that even PNBA was deceived. While official revenue records show a sale value of about Rs218 million, reports suggest that PNBA actually paid around Rs383 million, whereas the true market value of the land was more than Rs900 million.

Calling it a “test case” against Islamabad’s land mafia, he warned that such fraudulent practices endanger not only ordinary citizens but also the reputation of national institutions. “These actions risk damaging the credibility of the Pakistan Navy and the Armed Forces. A forensic investigation is imperative,” he appealed.
