I will show you how you can format date/time values that are appropriate for data loader.

Make sure when on google sheets that in the custom date and time, all values LEAD WITH ZERO, including day, month, hours, minutes, and seconds. I forgot to add this. My apologies.

Click on the designated header (Highlight the whole column) , Click on Format in the menu, numbers, select year, month, day, hours, minutes, and seconds. Make sure to click on them and select "Leading with Zero". Year should "Full numeric year"

Excel and sheets Formula:
=concatenate(text(E2,"yyyy-mm-dd")&text(F2,"Thh:mm:ssZ"))

Custom format for Excel
yyyy-mm-ddThh:mm:ss".000EST"
