Summary:

NRI Quota means AIQ (All India Quota) that NRI students will have access to 15% seats of the All India seats available at government medical colleges across India which will be administered by MCC.

To simplify this further, we can understand this in another way. So, every state will contribute 15% of their medical seats to the central pool. This central pool will be available for NRI students to get admission into.

NRI students cannot take admission under remaining seats, only seats they are eligible under NEET is 15% central pool seats.

Central Pool: This means that when all states in India contribute 15% of their total seats towards AIQ (All India Quota) these seats are called the Central Pool.
