The Global Gag Rule, implemented by every Republican president since 1984 and repealed by every Democratic president, is an extremely harmful policy that former President Trump made even more harmful. It already prohibited foreign organizations receiving US family planning funds from providing or even speaking about abortion to patients—even if they used non-US funds to support that part of their work.

Trump expanded the policy to apply to foreign organizations receiving any US global health assistance at all, not just family planning funds, including for HIV/AIDS, malaria, and TB programs. This affected a large number of organizations in more than 70 countries.

Although the Global Gag Rule has been re-implemented time and again, it has not been shown to produce any positive health impacts. There is also no data to show it lowers the number of abortions. In fact, the data we do have shows that the GGR:
Decreases access to safe abortion care, contraception, and information
Interferes in patient-health care provider relationships
Reduces outreach by community health workers
