[EU4] STILL UNBALANCED? Updated Monument Review for 1.31.1+ Leviathan!

I saw a couple of people do monument reviews right when 1.31 and Leviathan dropped. Which is nice and all, but they kind of changed since then. So here's an updated review of the monuments for 1.31.2 (Paradox please don't change them again, I beg). This was originally for 1.31.1 but paradox decided to drop the patch the same day that this video released.
