Was Jiraiya Always Supposed To be Fodder?

Was Jiraiya always supposed to be fodder the way he is depicted in Naruto Shippuden? How strong was Jiraiya actually supposed to be? Is Jiraiya a retcon character? The legendary Sannin of the Toads doesn't have the greatest strength feats, even though he is compared to Itachi a lot. Jiraiya vs Itachi in Naruto Part 1 isn't exactly a good basis because of the circumstances of the fight.

Itachi vs Jiraiya is a Naruto versus battle that shouldn't even exit to be honest. Jiraiya vs Pain showed us that Jiraiya would have no chance against Itachi and characters around that level. In this video we're gonna look at characters that are supposed to scale to Jiraiya and see how well they do later in the Naruto War Arc to determine if Jiraiya was outscaled due to power creep.
