To get side quest (the search for koltin), first you need to complete quest (the hunt for bubbul gems) at pico pond area, give your first bubbul gems to koltin to complete that quest, than go to (tarrey town) meet with kitton, than you need to change day into night time, becasue koltin only appears at night time for exchange bubbul gem.

After completing quest (the search for koltin), you can exchange bubbul gem with koltin for various reward also get armor set mystic robe, (but noted that koltin only appears at night time various location or near to skyview tower ulri mountain).
