L/S's of crowds of people gathered at the memorial, the camera pans across them. The mayor walks up past servicemen carrying wreaths. He takes his hat off before taking a wreath and laying it on the memorial. He stands there a while then replaces his hat. L/S as police officers take wreaths up, followed by sailors and other members of the Armed Forces. L/S as people file up the steps to the memorial hall.
