The Holy Spirit will come upon anyone that would be chosen as King. God will dwell upon the man's heart.
When the heart is right, the outward man will not be a limitation to the power of God.
That day, no one was chosen from the seven sons Jesse presented. Samuel had to question him whether those were all his sons. That was when David was remembered. The Lord had already made his choice, He had found David. They had already failed before the test.
