One of my favorite books on electromagnetism is Schwartz's Principles of Electrodynamics. I think it fits in the interstices of the curriculum: it's a little more advanced than Griffiths and a little less challenging than Jackson, but it has several advantages that these other books do not:

(1) It is short, coming in at around 330 pages of text.
(2) It is readable, unlike most textbooks.
(3) It has a point of view about the subject. It doesn't try to include everything, only the things the author feels important.
(4) It has a small number of reasonably challenging problems, not a huge number of extremely challenging ones like Jackson.

Together, these make Schwartz good for self-study in the way many textbooks aren't.
