You can follow this guide to connect up to almost any arcade cabinet. However be mindful of the fact that the Sega Blast City accepts a 31khz VGA signal. Most arcade cabinet CRTs only accept a 15khz signal so you'd need to use an Extron or similar device to handle that - although YMMV.
