Originally having its theatrical release on the 2nd of January, 1932, "Any Rags" was directed by Dave Fleiscer, with animations by Willard Bowsky and Thomas Goodson.

Bimbo is working as a "rag man", collection bits of garbage, discarded items and scraps, in order to auction them off, essentially working as a garbageman. Bimbo, not really discriminating, is collecting his fair share of unwanted scraps, and quite a few other things as well. When Bimbo gets around to Betty's apartment he is given a sizable bag, a bag containing much more than he could have dreamed of.

This is the first cartoon in which we see Betty Boop as a clearly defined human character, having fully shed her previous dog-like characteristics.

A sure sign that Betty Boop by now had surpassed Bimbo in popularity, and that she had become the selling point of these cartoons, is that she got top billing on the title card, even though Bimbo has a much more screen-time than Betty, and that fact that the whole cartoon revolves around Bimbo.
