This scene shows how much Diana has missed Steve and how hard it really had been for her. She couldn't move on not only because of how tragic her relationship with Steve ended, but also how Steve is truly a great guy like no other, and that she will always be reminded of Steve if she's in love, therefore she couldn't bring herself to love anyone ever since. She usually turns away from guys that straight up shows interest of her because it just seems too superficial for her.
She's lost Steve once, so if she had the chance of getting him back, she would never let go of him ever again, even at the expense of her powers, unless of course Steve persuades her to and when the world needs her. How loyal Diana is!
