Law #1: Carrying a Valid Driver License, Permit, Insurance, and Registration
According to N.J.S.A. 39:3-29, all motorists operating a motor vehicle in New Jersey must carry a valid driver license, probationary license, or a validated New Jersey permit. Additionally, valid insurance and vehicle registration cards are required.

Law #2: Accompanied Driving with a Validated New Jersey Driver Permit
N.J.S.A. 39:3-13 and 39:3-13.2a state that a motorist with a validated New Jersey driver permit must be accompanied by an appropriately licensed driver.

Law #3: Reporting Change of Address
If you change your address, it's crucial to report this change to the Motor Vehicle Commission (MVC) within one week, as mandated by N.J.S.A. 39:3-36. This includes individuals moving out of New Jersey.

Law #4: Reporting Name Change
Under N.J.S.A. 39:3-9a, if you legally change your name due to marriage, divorce, or court order, it must be reported to the MVC within two weeks.

Law #5: Applying for a New Jersey License after Moving
If you hold a valid out-of-state license and move to New Jersey, you must apply for a New Jersey license within 60 days (30 days for commercial driver licenses). The out-of-state license must be surrendered upon receiving the New Jersey license (N.J.S.A. 39:3-17.1, 39:3-10.17, 39:3-10). However, if you have a valid license from another country, you may drive with it for up to a year (N.J.A.C. 13:21-8.2(f)).

Law #6: Commercial Vehicle Operators
Operators of commercial vehicles, including large trucks, buses, and vehicles transporting hazardous materials, must meet more stringent testing standards. However, they still need a valid basic New Jersey driver license before applying for a Commercial Driver License (CDL) (N.J.S.A. 39:3-10.18).

Law #7: Graduated Driver License (GDL) Program
Individuals who have never held a driver license must complete the MVC's GDL Program. This program introduces driving privileges in phases, including a period of supervised driving before obtaining a basic driver license (N.J.S.A. 39:3-10, 39:3-13 through 39:13.4).

Law #8: Parental Consent for Applicants Under 18
Applicants under 18 years of age applying for a New Jersey driver license must present a completed consent form signed by a parent or guardian (N.J.S.A. 39:3-13 and 39:3-13.3).

Law #9: Requirements for Standard and REAL ID New Jersey Licenses
For a Standard New Jersey driver license, applicants must provide proof of their Social Security number, Taxpayer Identification Number, or an affidavit stating ineligibility, along with proof of a New Jersey residential address and 6 points of identification (N.J.S.A. 39:3-10 and N.J.A.C. 13:21-1.3 and 13:21-8.2).
