LOW WATER PRESSURE FROM THE MAIN | PLUMBING ISSUE...(Worst I've ever seen)

Mains water pressure issues on this job, I've never seen an incoming main with this low a water pressure in all the years I've been plumbing.
The water company came out and told me to remove the 2 stop taps and replace with 1 to see if that sorts the issue....take a look to see if it worked or not
