The petitioner’s lawyer stated that blocking citizens’ ID cards over unpaid fines violates fundamental rights and highlighted the disparity between Lahore’s Rs. 200 fines and Karachi’s Rs. 5000 penalties. The court instructed that this petition be linked with other similar pending cases and has issued notices to all concerned parties before adjourning the hearing.
