Stephen Barnes of Devon Voluntary Rescue, a UK charity, says his district council are charging him unaffordable business rates. Former marine civil engineer Stephen runs a community storage unit where customers pay a nominal fee that barely covers his rent, let alone public liability insurance and other costs.
