The Huntsman Cloak is one of the best, essentially it gives you more than the default 4 evasion, because of the dexterity bonus, but that depends on your character's skill, the larger the more the cloak gives. And, of course, dexterity and vitality give you a tiny bit of magic resistance. Then again,Stinger, my Rogue, needs evasion more, because he'll get double his evasion after a certain skill point in Dodge. So the Scaled Cloak he is wearing will stay on him.

I'm not that familiar with D&D (or any other system) equipment, but I understand that cloaks can in certain environments or darkness hide your presence, or let you escape battle more easily, but other than that I can't see how a Cloak contributes so much to evasion, which is probably more connected to dexterity/agility than anything else.
