Online facility for e-RCMC/RC Related Processes
DGFT has created a common digital platform for application of issuance, renewal, amendment and related processes pertaining to Registration Cum Membership Certificate (RCMC)/ Registration Certificate (RC) issued by
Registering Authorities in electronic form as per Chapter 2 of HBP.

Para 2.56 of Foreign Trade policy: Recognition of EPCs to function as Registering Authority for issue of RCMC
(a) Export Promotion Councils (EPCs) are organizations of exporters, set up with the objective to promote and develop Indian exports. Each Council is responsible for promotion of a particular group of products/ projects/services as given in Appendix 2T of ANF.

(b) EPCs are also eligible to function as Registering Authorities to issue Registration-cum-Membership Certificate (RCMC) to its members. The criteria for EPCs to be recognized as Registering Authorities for issue of RCMC to its members are detailed in Para 2.78 of the Handbook of Procedures.

2.57 Registration-cum-Membership

(a) Any person, applying for an Authorisation to import/ export under the FTP (except items listed as ‘Restricted’ items in ITC (HS)) or applying for any other benefit or concession under FTP, shall be required to provide, the
RCMC granted by competent authority in accordance with Procedures specified in Handbook of Procedures unless specifically exempted under FTP

Certificate of Registration as Exporter of Spices (CRES) issued by Spices Board and Certificate of Registration as Exporter of Coir & Coir products issued by the Coir Board shall be treated as Registration-Cum-
Membership Certificate (RCMC) for the purposes under this Policy.

2.79 Registration- cum- Membership Certificate (RCMC)
(a) An exporter may, on application given in ANF 2C register and become a
member of EPC. On being admitted to membership, applicant shall be granted forthwith Registration-cum-Membership Certificate (RCMC) of EPC concerned, in format given in Appendix 2R. In case an exporter desires to get registration as a manufacturer exporter, he shall furnish evidence to that effect.
(b) Prospective / potential exporters may also, on application, register and become an associate member of an EPC.


2.80 Applying for RCMC
(a) While applying for RCMC, an exporter has to declare his main line of business in the application. The exporter is required to obtain RCMC from the Council which is concerned with the product of his main line of business.
(b) In case an export product is not covered by any Export Promotion
Council/Commodity Board etc., RCMC in respect thereof is to be obtained from FIEO.
Further, in case of multi product exporters, not registered with any EPC, where main line of business is yet to be settled, the exporter has an option to obtain RCMC from Federation of Indian Exporters Organization (FIEO).

2.81 Validity Period of RCMC
RCMC shall be deemed to be valid from 1st April of licensing year in which it was issued and shall be valid for five years ending 31st March of the licensing year, unless otherwise specified.


Documents Required For FIEO:


1. A self-certified copy of the IEC Number issued by the licensing authority concerned.
2. A Cheque/Pay Order/Demand Draft favouring Federation of Indian Export Organisations towards Annual Membership Subscription payable according to Rule 6 (i) of the Rules & Regulations of the Memorandum & Articles of Association of FIEO.
3. Letter of Authority on the letterhead of the firm duly completed and signatures at Column No.6 attested by C.A by putting signatures, seal with Regn. No./Bank with signatures and seal by an officer. Proforma enclosed.
4. Self-certified copy(ies) of the SSI Registration Certificate/Industrial Licence/IEM/others, if applicable.
5. A self-certified copy of One Star Export House/Two Star Export House/Three Star Export House/Four Star Export House/Five Star Export House Certificate, if applicable.
6. ID proof of Director(s) / Partner(s)/ Proprietor(s) (Adhaar/ Driving Licence/ Voter ID Card/ Passport)
7. GSTIN
8. Export Turnover country-wise/commodity-wise for the past 3 financial years. Proforma enclosed.
