Telecom operators have sought shuttering of PM-WANI, fearing they would suffer losses in the event of its successful implementation.
This is because public Wi-Fi hotspots consume large amounts of data at very low prices, discouraging phone users to directly recharge their numbers. “Over the last two years, we are sitting on the stock of Access Points and accessories we purchased, struggling to find a way to make the PDO viable, but our efforts have gone in vain,” said Bahadur Singh Shekhawat, a PDO aggregator in Rajasthan’s Jaipur city.
“We are not alone; there are so many like us, with stocks in hand, unable to sell or use profitably, disappointed but hopeful,” he said.
The plight of Shekhawat and many other PDOs was recently brought to focus by Trai, which noted that many times TSPs/ISPs are pushing public Wi-Fi providers to connect to access points using costlier Internet Leased Line (ILL) instead of regular FTTH (Fiber To The Home) connections.
For comparison, 100 Mbps of ILL rate compared to an FTTH broadband connection showed ILLs are 40 to 80 times pricier than retail connections. According to the telecom department’s PDO booklet, the typical annual broadband cost for a PDO is Rs 6,000. However, there is a difference of Rs 4-8 lakh in broadband connectivity cost for PDOs, according to the Broadband India Forum.
To address this issue, Trai released in August a draft tariff order, proposing to match tariffs of PM-WANI connections with those of FTTH connections.

Sumitra Shyam (42), a housewife in Uttar Pradesh’s Mirzapur, has a robust business of running a Wi-Fi hotspot at her residence in the city's Wellesley Ganj locality. Shyam sells data vouchers priced at Rs 5, Rs 10, Rs 50 or Rs 100 each to 15-20 low-income phone users every day who use it for downloading movies, gaming, video calling and e-learning.
For her efforts, Shyam earns Rs 2,000-Rs 4,000 per month, 40% of which goes to her Internet Service Provider (ISP) and 10% to her Public Data Office Aggregator (PDOA) Vimal Yash Sahwal.
Sahwal, in turn, operates three hotspot zones comprising eight access points across UP where housewives, teasellers, photocopy shop owners, chaat stalls offer Wi-Fi, leading to a cumulative consumption of 100GB/day.
