Legislation proposed in Annapolis would address concerns that it could be widely used at grocery stores and lead to price gouging. Gov. Wes Moore on Tuesday said the use of electronic shelf labels could create the potential for dynamic pricing, saying the cost of food could surge based on the time of day, demand for the item or even the weather.
