Notwithstanding the audio, this is actually a statue and monument to William T. Sherman, famous from the Civil War. This statue is in Sherman Plaza which is a part of President's Park in Washington, D.C. (at the intersection of 15th St. NW, Pennsylvania Ave. NW and Treasury Place NW) and this view is from May 23, 2018. The statue and monument was dedicated in 1903, and was designed to depict Sherman on the very day he rode up Pennsylvania Avenue at the head of the Army of Tennessee on May 24, 1865. The four figures at the corner of the monument represent the artillery, infantry, cavalry and engineers.
