The short answer? Not without permission.

Under the Davis-Stirling Act, homeowners have the right to attend and speak at open board meetings—but there’s no guaranteed right to record them. Unlike public government meetings governed by the Brown Act, HOA meetings are private association meetings.

That means your HOA’s board has the legal authority to prohibit audio and video recordings, and many do—especially to protect privacy, avoid social media misuse, and keep discussions candid.

Want to record a meeting?

✅ Ask the board in advance.
✅ Get permission in writing.
❌ Don’t assume you have a right just because it’s an “open” meeting.

If your HOA has a no-recording policy and you ignore it, you could face fines or disciplinary action.
