This is a small scene from one of my favourite sci-fi movies of all time: 1. April 2000 (eng. April 1st, 2000)
The scene shows the Wiener Doppelhochzeit (First Congress of Vienna 1515), which historians consider the birth of the Danubian Monarchy in the sense what most people associate with the Austrian Habsburg Empire today.

The movie itself is about the Second Republic of Austria, who is still occupied in the year 2000. The Republic was accused of having destroyed world peace by declaring itself independent. The government shows various clips and documents of the Austrian history to defend the country as a whole.
The film was pruduced by the dependent Austrian government in a time, when it was not clear when or if Austria would be an independent country again (three years later in 1955, eventually). So this movie was a direct hint to the allies, that there is no reason to occupy Austria any longer, since there would be no harm for the world to do so.
