Cache locations can be found in each region, and all you need to do is to open chests in cache area. Meridian Ocean is a bit different - you need to progress until Chapter 12 to start The Pirate King's Treasure Questline. When you get to use the buggy, you will need to find the last 4 cache locations guarded by strong fiends to get the treasure pieces.
