At the opening session of the Nuclear Non-Proliferation treaty
conference at the United Nations in New York on Monday (17/4),
Syrian Foreign Minister, Farouk Al-Shara, presented the first
obstacle to the treaty's extension. Speaking to reporters after
the session, Al-Shara said Syria would not sign the treaty until
Israel had signed it. He also complained that the nuclear states
had not fulfilled their commitment to allow the flow of nuclear
technology to non-nuclear states for peaceful purposes. On Sunday,
the Israeli ambassador to the U.N., Gad Yaacobi, told Israel Radio
Israel would not sign the NPT until peace was achieved in the
Middle East. Israel, while not publicly admitting it, is widely
believed to have nuclear capability and nuclear weapons.

Al-Shara SOT: "The universality of the NPT is so essential. Syria
cannot accept any exceptions. Unless Israel joins the NPT, Syria
will not agree to the extension of the treaty. Syria also believes
that the states parties to the NPT should fulfil their
commitments, that is that nuclear states should have facilitated
the transfer of advanced technology to the non-nuclar states
parties to the NPT. That has not happened."
