ढाका के नवाब सलीम उल्ला खां ने All India Muslim Confederacy नामक एक संस्था के निर्माण का सुझाव दिया था. अंग्रेज़ों का सहयोग और संरक्षण का आश्वासन पाकर ढाका में मुसलमानों का एक सम्मेलन 30 दिसम्बर, 1906 ई. को बुलाया गया. सम्मलेन का अध्यक्ष नवाब बकार-उल-मुल्क को बनाया गया. अखिल भारतीय स्तर पर एक मुस्लिम संगठन की नीव इसी सभा में डाली गई. संगठन का नाम “ऑल इंडिया मुस्लिम लीग” रखा गया.
