IMPORTANT - now you need to unveil this recipe just once to learn it. Kalandra prophecy is removed from the game, no more chance to get a 4x drop.

In 3.14 there is a nerf for Non-channeling Skills, the recipe now is - Non-channeling Skills have (-7 or -6) to Total Mana Cost (it was -9 or -8). The recipe for channeling skills stayed the same - Channeling Skills have -3 to Total Mana Cost.
In 3.14 is a bit easier to learn this recipe, now you need to unveil this recipe three times (it was 5) to learn rank 3.

Welcome to the guide on how to get Crafting Recipe: Channeling Skills have -3 to Total Mana Cost and Non-channeling Skills have (-7–-6) to Total Mana Cost. As you can see there are two versions, one for channeling and one for non-channeling skills. To learn this recipe you need to unveil Elreon rings or amulets.

IMPORTANT:
Old Crafting Bench recipe (-9–-8) to Total Mana Cost of Skills (all skills) is removed from the game.

If you don't mind spending currency you can buy these rings and amulets from trade. On Path of Exile official trade page, in filters choose Elreon's Veiled. The current price is around 20 chaos.

In case you wish to save currency and don't mind waiting, you can learn this recipe for free, just be sure that Elreon is on your syndicate board. In syndicate encounters, there is a chance that Elreon will drop these rings and amulet.

Also, don't forget, if you already learned this recipe, you can make a nice profit by selling Elreon veiled items.

The crafting cost for rank 1 of this recipe is 2 alchemy orbs, for rank 2 is 2 chaos, and for rank 3 cost is 4 chaos orbs. To craft this recipe on your rings and amulets, you need an open prefix.
