I will say that the "dynasty" that Mohg wants to revive (in name only) was likely quite dominant in the ancient past. We can't say whether the Dynastic ruins were buried or transmigrated through some cataclysmic event, but most of the dynastic ruins are underground, while a few bits are placed above ground in Liurnia.

The ruins are of a different architectural style when compared to the Eternal Cities as well as the Ancient Ruins of Rauh (which share the style that undergirds almost the entirety of the geography of the Lands Between), which likely means that the Dynasty's civilization succeeded the Rauh civilization (not an official name), but preceded that of Marika's Golden Order.

The Ancestral Followers inhabit the dynastic ruins, with such examples as the Uhl Palace Ruins, but they "disdain metal" and have far more association with blue animal spirits and animal horn tools, so it's hard to think that they built the massive stone Dynastic ruins. The same goes for the Kindred of Rot, who merely inhabit myriad ruins rather than being associated with them.

The claymen are the obvious candidates for those who were formerly of the Dynasty, but we don't even know if the claymen were just the priests and the citizens were of other or various races. Their Spirit Ashes and their Oracular bubble sorceries are the source of almost all lore regarding this former dynasty. Oracular bubbles tie in with the Oracle Envoys, who herald new gods or new ages.

I know the Ancestral Spirits (malnourished deer things) are enshrined in the dynastic ruins, but given the massive time scale of the Lands Between, this could have easily happened after the dynasty's collapse rather than indicating anything about the culture of the dynastic civilization itself, given the glaring lack of similarities between the hard-skinned claymen and the Ancestral Followers apart from maybe "the color blue".

Everything I've said above is very speculative and reliant purely on environmental evidence and a few scant lines of item description. Please feel free to post your own schizo theories in the comments.
