Racer 8 by Thirty06 Studios (aka 30.06 Studios)/KISS ltd, 2014.

Racer 8 is a small puzzle game featuring rally cars, that plays a bit like the classic waterpipe-building game Pipe Mania, except here you're trying to get a rally car to the finish. It's similar to a 1999 game called Puzzle Rally by Alawar Entertainment (which I haven't included in this playlist as it features a GT car and an offroad buggy and isn't at all rally-related, apart from the name!).

The game itself feels like a mobile phone port, because it is! It's limited to just 1280x720 resolution (which can be hacked to higher resolutions via RegEdit, but I've kept it at it's native original resolution here). Overall it's a novel concept, but not very nice to actually play on PC.

The game features 5 cars, which are unlicensed renamed replicas of a Ford Escort, Mini, MG Metro 6R4, Lancia Stratos and Audi Quattro S1. You can rotate the screen or zoom in/out, and click to change pieces of the track.

In this video I've activated various purchasable add-ons (Co-Driver (the dotted line), Auto-Driver (drivers for you, to a point) and Fuel Tank (allows longer driving)) to make producing this video easier, as the game is very, very hard! There are mini-power-ups that appear (extra fuel, slow down, etc) and infrequently a block will automatically change. As soon as you crash the level ends and you have to try again.

The aim is to circulate until you've passed enough checkpoints (red flags that appear now-and-then), then, eventually, the finish line.

Note: I hacked in a lot of credits in via RegEdit, and even set my starting levels (the game is very hackable!) in order to make this video, hence the credits showing a ridiculous number!
