The .ips patch is available in that link. If you're on mobile follow the instructions already given and you can use UniPatcher to patch in the game. (What I did)

Pokéharbor has added this version pre patched. For Mobile, on Android at least, use the Retro Arch Emulator with mGBA plugin because some Emulators are not compatible with this game. Or said Emulators will let you play it but some functions will crash the game.

Did more than just the Frozen Ruins, also cleared out the delinquents in Flicker Station and explored other areas that need Rock Climb. Also, I spent way tooooooooooo much fucking time on that one part. Was over thinking the Ice Puzzle way too much.
