A Minnesota family is speaking out after ChongLy “Saly” Scott Thao, a naturalized U.S. citizen and Hmong elder, was detained by U.S. Immigration and Customs Enforcement during a raid in St. Paul.

According to relatives and eyewitnesses, ICE agents forced entry into Thao’s apartment on Sunday, January 18, without presenting a warrant. Family members say guns were drawn inside the home, terrifying those present — including a sleeping five-year-old child.

Thao was reportedly handcuffed and taken outside in freezing temperatures wearing only boxer shorts, Crocs, and a small blanket. Neighbors recorded the scene as agents drove him away, sparking outrage in the community.

Family members say ICE held Thao for nearly an hour, questioning and fingerprinting him before realizing he had no criminal record and no legal reason to be detained. He was later returned home without explanation.

Federal officials later stated the raid was part of a search for two convicted sex offenders believed to be in the area. However, Thao’s family says they do not know those individuals and have lived at the apartment for two years.

The incident has raised serious concerns about civil rights, due process, and the treatment of U.S. citizens during immigration enforcement actions. The family has contacted legal organizations and is seeking accountability.
