Panelists discussed what clean energy advocates can do at the local level in a panel on November 14, 2025 at the PACE Clean Energy Action Center launch.

Presenter Bios
Jaimie Cosgrove
Jamie Cosgrove is a thoughtful, innovative, results-oriented leader with over a decade of experience as First Selectman of Branford, CT, where he has guided complex municipal projects. With a strong background in real estate, construction, and organizational development, he has focused on driving sustainable growth. Under his leadership, Branford has achieved many clean energy milestones.

Jessica LeClair
Jessica LeClair is the Executive Director of Sustainable CT, where she has led statewide efforts to help CT’s municipalities advance sustainability, equity, and climate resilience. A founding member of the organization, she has built strong partnerships and programs that empower local leaders to take meaningful climate action. She brings expertise from her prior roles at CIRCA and CT DEEP.


Robert Schmitt
Robert Schmitt is the Associate Director of Marketing & Outreach at the Connecticut Green Bank, overseeing the Green Bank’s outreach and community engagement strategy. Since joining the Green Bank in 2012, he has helped launch successful initiatives – such as Solarize Connecticut – designed to expand clean energy adoption in Connecticut.

Becca Trietch
Becca Trietch serves as Dir. of the Ofc. of Building & Transportation Decarbonization at DEEP, where she leads efforts to advance energy efficiency, building electrification, and low-carbon transportation solutions across CT. Before joining DEEP, she held senior roles at the RI Office of Energy Resources focusing on policy design, program implementation and stakeholder engagement aimed at reducing greenhouse gas emissions and strengthening energy conservation and demand response.

Brenda Watson
Brenda Watson is a nonprofit leader with over 20 years of experience advancing equity and sustainability in energy, housing, and community development. Formerly CEO of Generation PowerCT, she launched major initiatives including Connecticut’s first statewide water utility assistance and the Better Homes and Buildings Program. Now Executive Director of the North Hartford Partnership, she leads efforts to make North Hartford Connecticut’s first Net Zero community, integrating clean energy, climate justice, and sustainable economic growth.

Steven Winter
Steven Winter represents the 94th Assembly District of New Haven and Hamden in the Connecticut General Assembly. As New Haven’s Executive Director of Climate and Sustainability, he leads initiatives that address climate change while improving residents’ quality of life. A former New Haven Alder and entrepreneur in clean energy software, Steve brings a deep commitment to housing, transportation, and equitable climate solutions to his legislative work.
