(28 Jul 1978) Chairman of the Peruvian National Assembly, Victor Raul Haya De La Torre, addressing the assembly in reply to President Bermudez's guarantee that the assembly would always retain the voice of government. President Bermudez made his pledge in a ninety minute address to the nation marking the 107th anniversary of Peruvian independence from Spain. The new charter will mean that a president and congress will be elected by the people in 1980
