It could be argued that the Department of Human Services faced the biggest challenges when they arrived after the Hogan Administration.

Maryland is lucky to have Secretary Rafael Lopez at the helm. His education (Vassar!, UC Santa Cruz, and Harvard) prepared him for a career in the White House and nonprofit sector. At the U.S. Department of Health and Human Services, Lopez oversaw 25 programs. He believes that "Change is possible. And yes, it's hard." Both at the federal level and in Maryland, he's focused on how they can help people every single day, where their work can be a difference between life and death for a person in need.

Among Sec'y Lopez's responsibilities are domestic and child abuse, homelessness, drug and alcohol addition, foster care, and hunger. He and his team have had to clean up the enormous fraud that found an opportunity during COVID. They are using technology creatively to provide customer service, including the MyMDThink portal.
